Peter Grogan was a corrupt officer that served under Howard Branden in the Gotham City S.W.A.T. He had no voice actor.
History[]
Grogan helped Branden hunt down the Batman after the mayor declared him an outlaw. He was defeated by Batman. Eventually, Batman found evidence against Grogan and he was arrested.

- In the comics Grogan was the police commissioner after Loeb and before Gordon. In Batman: Guardian of Gotham he is a member of the Gotham S.W.A.T. team.
