History[]
Arthur Reeves was a strong supporter of Mayor Hamilton Hill's anti-Batman stance and secretly worked for the crime lord, Lew Moxon. When people were outside city hall protesting Hill's decision to fire James Gordon and declaring Batman an outlaw Reeves went outside and told the protesters that Batman was breaking the law and Gordon was arrested for helping him.
